EUR ING Michael J.H. Davies, B.Sc. (Hons), Dip. M, MIET, M.IDA

I am an experienced international consultant with both management and professional engineering qualifications and almost 40 years of working experience. This includes some 25 years as a consultant working on projects in many developing countries in Africa, the Middle East and Asia. I have spent a total of 8 years in full-time postings in developing countries (Bangladesh, 2 years; India, 4 years, Kenya, 2 years) as well as spending a total of 15 years of my youth in developing countries (Malawi, my country of birth, and Mauritius).

My language skills include English, Danish, French and Spanish.

Professional Experience

My professional experience extends to all stages of the project cycle from project identification and applications for financing through pre-investment (feasibility and project appraisal) and master plan studies, procurement management (including preparation of tender documents, calls for tender/proposal, tender evaluation and award of contract), organisation and management, supervision of project implementation, to project monitoring (project reviews and evaluation - both mid-term and ex-post) and policy and strategy formulation.

I have considerable experience as a team leader, including multi-disciplinary teams with engineers, economists, sociologists and other 'software' professionals in the team.

My experience includes institutional strengthening as well as more traditional 'engineering' projects.

I have considerable experience within the telecommunications sector but my experience also includes, for example, the monitoring of a number of disaster relief operations, the organisational analysis of an organisation working with refugees and the development of a proposal for a 'social business' project aimed at poverty alleviation.

In addition, I have over 25 years experience in the use of information technology (IT) at all levels from user to super-user and IT-administrator. I am an experienced user of Microsofts Office package and have experience of the design and implementation of web pages.

Publications
In connection with studies in Regulation of Telecommunications at the Centre for Tele-Information (CTI) - now 'Centre for Information and Communication Technologies' (CICT) - of the Technical University of Denmark, I undertook a comparative study of Telecommunications Sector Reform and Regulation in (6) Developing Countries (2 in each of 3 regions: Latin America, Africa and Asia-Pacific).
